Report on the 80th Regular Session

The Texas Colorado Floodplain Coalition worked through the 80th Legislature to educate lawmakers on the importance of floodplain management to protect life and property as communities urbanize and flood risks increase.

The Coalition worked toward its goals to establish an effective state program for flood damage reduction efforts and to protect gains under SB 936 (77th Session) providing counties and smaller cities with floodplain management tools and enforcement capability. Through the leadership of Texas Floodplain Management Association, the Coalition worked with the Senate Intergovernmental Relations Committee, chaired by Senator West (D-Dallas), on SB 1436. This bill, and its companion bill HB 3073 (Creighton, R-Montgomery), move the National Flood Insurance Program (NFIP) state coordinating office from the Texas Commission on Environmental Quality (TCEQ) to the Texas Water Development Board (TWBD) in order to consolidate that program with Flood Mitigation Assistance (FMA) and the Texas Natural Resources Information System (TNRIS). It also provides adequate funding to better fund mapping efforts and increase staff from 2.5 to 8 employees.
