Hazard Mitigation Plan Update

The current TCRFC Hazard Mitigation Plan expired in 2016, therefore TCRFC has almost completed the next update.  In late 2013, the TCRFC Board selected the JSWA Team to prepare our Hazard Mitigation Plan Update.  The JSWA Team consists of Jeff Ward (JSW & Associates), Tetra Tech, and Halff Associates.  TCRFC has worked with the JSWA Team to apply for hazard mitigation funding through FEMA’s Pre-Disaster Mitigation (PDM) Grant Program. All Plans have been approved and adopted by all but two jurisdictions. These last two jurisdictions are set to adopt the plan by the end of May.  The State will send a final letter to each jurisdiction informing them their plan is formally approved. This letter from the State will also establish the date by which the plan must be updated (five years for the final approval date).











Hazard Mitigation Planning Process

The TCRFC Hazard Mitigation Planning process was broken into three groups in accordance with the PDM Grant funding.  The table to the right displays the participants under each planning group.  Groups 1 through 3 are then separated into two smaller planning areas indicated by an A or B.  The smaller planning areas enabled the Team to generate more focused planning efforts for the multiple TCRFC regions.

The process is divided into three planning meetings to help each community progress through the Hazard Mitigation Plan Update.  The goals of each meeting are listed below:

  1. Organize Resources and Kick-off – Form a Steering Committee, review/amend mitigation goals and objectives, review mitigation actions, and identify critical facilities.
  2. Plan Refinement Finalize the mitigation goals and objectives, presentation of the hazards analysis results, develop a process to rank the natural hazards for the participating counties and communities, and discussion regarding the community capabilities assessment work to date.
  3. Finalization – Final development and prioritization of mitigation actions, and plan finalization.
